On 08/08/2025, the National Anti-Corruption Mechanism issued a Recommendation (see in Portuguese here) to clarify compliance with the provisions of Article 13 of the General Regime for the Prevention of Corruption (RGPC), approved in the annex to Decree-Law No. 109-E/2021 of 9 December (as amended by Decree-Law No. 70/2025 of 29 April). Article 13 of the RGPC establishes that public entities covered by Decree-Law No. 109-E/2021 must adopt measures to ensure the independence and impartiality of the members of their management bodies, their managers and employees and to prevent situations of favouritism, including the signing of a declaration of absence of conflicts of interest.
