Vasco Moura Ramos participated as a speaker at the Public Law Summit 2026, organised by Law Academy, at Super Bock Arena, in Porto.
The SRS Legal lawyer took part in the session dedicated to urban planning law, which addressed the future of the Legal Framework for Urban Development and Building (RJUE) and the challenges faced by municipalities in urban regeneration.
«For Vasco de Moura Ramos, lecturer at the University of Coimbra and lawyer, the first issue lies precisely in the frequency of legislative amendments. Recalling that the RJUE, approved in 1999, has already undergone more than twenty amendments, he argued that it would be preferable to allow more time for the existing rules to take effect. “Let things settle down and see how they work out”, he stated, noting that the succession of reforms prevents legal frameworks from becoming firmly established. This difficulty becomes particularly evident when disputes reach the courts, where, according to the lawyer, some urban planning cases only receive a ruling many years after proceedings have been initiated.»
